Yes it does, there are significant enhancements, but as often is the
case, there are significant removals as well (eg radio stations) and a
bias to the more commericial side of music with integrated,
region-specific online stores.

Without the original source there's nothing you can really do to fix
that. You can't go from a lesser quality source to one with higher
quality, because during the encoding process, vital detail is lost to
get the audio down to such a low bitrate.
It's normal to encode speech audio at this level, so there's probably
no high-end loss, if it's music, somebody wasted their time making
them 16kbps cause they've lost most of the high frequency response
(and they may be mono as well).
Your only hope is to access the original, uncompressed audio files
again, and re-encode them at 48-96kbps to get improved quality.
