Then IMO I don't think your Server is on the "internet" or at least,
not where you think it is despite the IP address provided. There's no
response to tracert or ping from that address, and no connection from
telnet to ports 80 or 1755 succeeds.

Has it gone through a NAT router ? Is there a firewall ? Is it
multi-homed (so you quoted the internal IP but maybe there's a
different external IP) ? Check (at the command line)

ipconfig /all

To list your network interfaces and see if that tells you anything.
