Not really on its own, as Netmeeting is designed to be a point to
point communications client. Are they all on the same LAN ?

However, you can make a workaround because you can share your
netmeeting "local video" windows as a program (rather like a moving
screenshot). The quality is poor however and there won't be any sound
from the 3rd party.

Your best option with netmeeting is to run a "MCU Server", MCU stands
for multiparty conference unit (they're also known as "Reflectors"
which reflect video between clients). You can get an open source one
called OpenMCU but it's going to be quite hard to configure the first
time.

CuSeeme version 5 can still be found on the internet. There are public
reflectors available with almost never anybody else on them. It's one
way to go (though you may struggle to also find one with voice call
support). You may find it's not an option if you aren't going outside
your provate LAN, as the routers of your LAN may not allow the return
path from the refelector *back in* to your network.

Well you'll have to pay - either in cash, or in a lot of time
configuring your own system. Not everything on the internet is free
