There's nothing that fits with what you need.
However you might want to try QVBR encoding, since motionless scenes
requires very little bitrate your disk requirements will lower
significantly.
Other tricks that may give some benefits are reducing the frame rate and
increasing the keyframe interval (30 seconds or more are ok since WME will
make extra keyframes if needed).
