I found a post by John Inzer in the Plus newsgroup that solved my problem. He
referenced KB article 813649. I followed the suggestion in the article and
Photo Story started to install but generated an Error 1317 message about MY
Music folder. I went into the All Users\Documents\My Music folder and added
the Administrators group and my user name with full permissions to the folder
and PStory 3 then installed properly. Even though I couldn't locate my exact
error message, there was a related error for a similar product that was in
the neighborhood. As it turned out, it was the solution I was looking for. As
Clint Eastwood said in "HeartBreak Ridge", adapt, improvise and do it in a
proficient military manner. I hope this can help others facing a similar
dilemma.
Happy Easter. Now I'm off to find my eggs.
