Video Card installation and drivers

A couple of months ago I had to do a clean install on my computer. Now I can
no longer play dvds. I get sound but no video. I've been able to figure out
that both my video card, codecs and drivers were uninstalled. I had to
repurchase the mpeg-2 codec as well. I have many ATI Rage Pro driver/video
card files which I found in my add new hardware list. I tried to install them
but get a 'code 10: This device cannot start'. What is the proper way to
install my card, drivers, ect. so that I can play dvds? Thanks.
