Try MSDOS
pathping -T -R
And see if any of the routers are QOS and RSVP aware. Pathping also
does more extensive disagnostics on the route (but takes several
minutes for the averaging process to complete), You could also use the
-g <host-list> option to let it vary the host route path as it takes
the measurement
If it was me, I'd manually set the Network speed in WMP to 1.5 or
10mbps to make sure it's not getting confused about your connectivity
ability.
