WM-VCM Settings--duplication of settings in encoding program?

I recently discovered the WMV-VCM codec (can be downloaded from Microsoft,
search VCM), which allows use of encoding with the WMV9 codec within other
Windows video encoding programs, and save in containers other than WMV, such
as AVI, OGM, or Matroska.
I have a question about the configuration settings for the codec. Some of
its settings duplicate settings within encoding applications. For instance,
if one is using the application "VirtualDub" to encode an .AVI file using
the WMV-VCM as a codec. What if one wants to resize and crop the video?
There are filters within the Vdub program to do that, as there are with most
video programs. But then when one sets the compression to WMV-VCM, and
clicks "Configure", that codec also has its own settings for resize and
crop. (The crop setting in WMV-VCM is not as good as the one in Vdub,
however, in that one cannot see the cropping visually, as one can with Vdub.
The resize setting in VCM does not include as many options--only Bilinear
and Bicubic, while Vdub also has Nearest Neighbor, Precise Bilinear, Precise
Bicubic, Lanczos, etc.)
So--if one wants to crop and resize a video created in VirtualDub, using
WMV-VCM as the codec, where should one set the crop and resize--in the
"Filters" configuration of Vdub, or in the VCM codec configuration? Or both?
(If both, what if one chose "Lanczos" as the resize method in Vdub filters?
The codec configuration only lists bilinear and bicubic, so one couldn't in
such a case make both settings identical.
Another one is the setting in VirtualDub, under the Video menu, called
"Frame Rate". In that you can choose an option called "Decimate by Two",
which will only process every other frame, halving the frame rate. That
option also exists in the VCM codec configuration, called there 2:1. If one
wants to do that, should one enable it at both places? Or would that cause
the frame rate to be halved twice, causing it to be quartered rather than
halved? If not in both,in which place should the setting be made, or either?
I hope someone has some insight into this question, about duplication of
settings in the VCM codec with the settings of the encoding application--in
which of the two should one make the settings? Or either? Or both?
