media encoder creates choppy video

no matter what setting i use....when i re-encode a mpeg that i created from a cnoverted vhs-c video.....it plays back choppy..is there a fix or setting adjustment?

i am trying to get a useable file format so i can edit the clip in movie maker....
at least the re-encoded will play in movie maker now, but as i said, it plays choppy...
