Do you have IIS runing on the server as well ? It will have bound to
port 80, which will prevent WMS starting up if it's configured to do
http streaming over port 80 (I think this is default on install)

You'll need to stop IIS service to test this, then try restarting WMS

If that works, you can either turn off http streaming for WMS (not
recommended for clients to connect easily) or bind WMS (or IIS) to
another port for http connections, or bind WMS to a different IP
address so it can use port 80 - make sure IIS isn't set to bind to all
available network adapters (the default too, I think)
