No, that tool is not necessary. Any program which can create or resize
partitions will be able to create the disk space needed for the OS
install

It might make more sense though to buy a second disk if you're so
short of space that you can't fit WS2003 on your current partition.

I've got it installed on one machine in a 8GB SCSI disk, for example
so you don't need a great deal of room for the OS only.

Of course, your video data files will take up a lot more room - but
you could share that directory from an existing XP NTFS partition if
your WS2003 OS partition doesn't have much space available.

In many cases it's highly advisable to keep the data files off the OS
partition anyway, so that your disk controllers can queue separate
access schemes for the video data (large cluster size, eg 16-32k) and
the OS data (small cluster size eg 4-8k)
