New project with Media Server (Windows 2000) for Veterans

Greetings:
I am starting work on a request for a proof of concept to deploy media
streams for American Veterans as a multi-faceted resource for them. There
is an opportunity to extent this to cable TV, which would be the ultimate
primary target, once the LAN form can run.
I have solid IT experience, including programming, but FAPP zero (0) media
experience.
I have set-up a lab of DELL PowerEdge servers (Windows 2000 Server) in an AD
Domain configuration with an assortment of workstations (Win2000, XP, and
Apple).
I need help in the form of a 'leg-up' to do 3 things:
(1) Encode and stream an MP3 or Video(mpg/avi)
(2) Encode and stream a live audio 'show'
(3) Squirt the above to a simple Web/?ML context
A script that can be 'elaborated' would be a dandy start..
I think I get that I need an ASF(x) (or do I?). I've scan-read the docs
online and am either thick and cannot find a Quick Start approach or its
hopelessly difficult without considerable investment.
