No. Well, barely. 7 x 64 = 448kbps, there's no overhead available and
your streams will be patchy at best.

No chance of 15 on 450kbps outgoing bandwidth, sorry - that's 960kbps
excluding any network overhead (usually about 10-15%)
If so unicast or multicast.
Unicast because your forum group will probably be on the public
internet, which currently doesn't have widespread multicast support
from the public routers. You might reduce the overhead slightly by
usig UDP (RTSP streaming) instead of offering HTTP streaming.
Basically though, your outfit is too underpowered to achieve what you
want with any degree of reliability.
