They don't pre-encode the content.. it's all an "on demand" encoding (and no
delay other than buffering in media player like normal). And I don't believe
they are using the "play while archiving" trick because when you play the
file using there server, it reports the entire duration, and I can seek all
the way to the end of a 2 hour recording and the only delay is the
buffering.

I don't need to. What you're saying doesn't make sense.
Think about this for a moment : The content is being encoded from live
streams. How then would the system "know" it was a 2 hour recording,
if it was live content being streamed in realtime ?
It's not clear why you're talking about streaming from WME yet
referring to "files" in this instance, a la "When I encode content
and send it to WMS (Push), Windows Media Player has no indication of
the duration of the video clip, and can't seek to a specific spot"
