They (management) decided to just go around it and limit the total bandwidth
per user to 400k so it is now solved.

I tried it on a couple of different computers mostly using WMP 9 or 10.
I always get the highest bitrate available (1000k).
When I tested it on a computer connected to a fast enough line it ran smoothly
but it also tries to stream 1000k to my home connection which causes it to
buffer constantly.
Its a 2003 standard using unicast using fastcache.
files were made with buffer of 3 or 7 depending on the rate.

Which/how many players have you tested this on ? If you fool the
server by specifying a bitrate higher than you can receive by manually
setting the bitrate available to the player, that might be one cause.
