Sorry but I'm having trouble working out what you want.
You mentioned something about 50mbps for unlimited number of custoers,
then you seem to imply some sort of selective 1000kbps for one
customer, but less for others, if I read correctly between the lines.
How are you intending to identify who gets which data bitrate max ?
Perhaps if you provided some example bandwidth values, and spelled it
out - here are some I made up earlier :
Total bitrate 1mbps for server
Total bitrate 500kbps for publishing point ABC
Customer A, PP ABC : 200kbps
Customer B, PP ABC : 100kbps
Customer C, PP ABC : 100kbps
Customer D, PP ABC : 50kbps
Customer E, PP ABC : 50kbps
Publishing point is now fully committed, assuming simultaneous access
with no forward streaming (advanced fast start etc)
So using that example, can you provide us with real values for A, B,
C, D and E as well as server and publshing point max bandwidth which
make sense in your application ?

You can set the bandwidth limit at the Server level directly in the
admin panel, and separately a max bandwidth per connection or per
publishing point is available at the Publishing point admin tab.
Does a combination of those achieve what you need, or are you after
some other solution ? I notice the word "dynamically" in your post,
but I can't see how you'll know what's up with the server to "shut the
barn doors" - hard, predefined limits are usually more manageable.
