I configured the WMS to listen for protocol
RTSP on Default Port (554) - Allowed all IP addresses to use
MMS on Default Port (1755) - Allowed all IP addresses to use

here is the related lines(for ports 554 and 1755) of the "netstat -aon"
command result

Proto Local Address Foreign Address State PID
TCP 0.0.0.0:554 0.0.0.0:0 LISTENING 2072
TCP 0.0.0.0:1755 0.0.0.0:0 LISTENING 2072
UDP 0.0.0.0:1755 *:* 2072

It seems listens on port 554 and 1755 but when i tried
"telnet WAN_IP 554" -> It Fails
"telnet 127.0.0.1 554" -> It Success
"telnet WAN_IP 1755" -> It Success

Is WMS configured to listen on the correct IP address? Another test you can
try is "telnet IP 554". If you get a response then RTSP is working and
reachable.

Could you please help me.
I have installed the WMS on w2003 Std. Edition Server

The server has two WAN IP Address on one NIC
It has direct internet connection
It uses Windows Firewall (during the tests, I switched off the firewall)
The Plesk 7.5 is installed on the server

the protocols enabled on WMS are MMS and RTSP (HTTP is Disabled)
(I also tried to enable http protocol on port 81)

When I test the stream within MMC ;
mms://MACHINENAME/Sample_Broadcast -> Doesn't run, Gives Error
mms://WAN_IP_ADDRESS/Sample_Broadcast -> Doesn't run, Gives Error
(MACHINENAME resolves the WAN IP Address)
mms://127.0.0.1/Sample_Broadcast -> Success without any error.

What the problem is could be ?
