I think I know this one ... but would like a wise opinion.

Is win 9 superior to win 8 in regards to the streaming experience regarding
buffering.
That is to say, I am aware of a superior image & audio quality ... What I
wish a judgment on is this If I have : file 1 win 8 300 kbps , & file 2 win 9
300 kbps
( the bandwidth - datarate is = ) will the 9 file tend to buffer less or be
easier or harder for a client machine?
or ( as i suspect ) the processing load is the same and the bandwidth is the
same and therefore any tendency to ..." buffering " would be the same .

( also assume win 2003 enterprise server )

Should be no difference in regards to buffering/rebuffering if they're the same
bitrate. WME9 codec does require more CPU resources for both compressing and
uncompressing, but that's not really related to buffering.
