It has been a while since we worked around this problem. There is a bug
in WMS 9 and the workaround is that once set (Any IP address), you need
to stop and restart the service in control panel > services. Then
generate the NSC file and it should work as expected.

Tell me if it works now. Else I can dig up what was done to get it to
work.
