Jacky,

I presume you are running as Administrator on the server
box. It looks like the server seems to work just okay.
Just the Admin part is messed up for some reason.

Few more questions:
1. Can you try re installing just the Admin component?
2. Since you anyway have IIS running, can you install
the "Web Administrator" and see if that works?
3. Do you have another server on which you can try the
same scenario and see if WMS works on that?
4. Was the server by any chance upgraded from an older
WIndows OS? If yes, can you do a clean install instead of
upgrade (if possible)?

Considering there is no event logs concerning WMS
installation, I am at a loss at what could have gone
wrong.
