Caanot enable anonymous access via Web

We have set up a WMS server in our domain. We are trying to allow
anonymous users, via the internet, to access our content.
Unfortunately, whenever someone outside of our Domain attempts to
access the content, they are prompted for a user name and password.
Oddly, whenever a user browses from inside of our network, they can
access the media instantly, without prompt. I have enabled Anonymuos
User plugin, as well as disabled all the NTFS ACL auth plugins. IN
addition, which is COMPLETELY bizzarre, some outside internet users,
such as an OS X user, CAN access the media. Any suggestions?
