Windows Media Services plugin

Hi,
I have to solve the following problem:
There is a 'push' publishing point running on Windows Media Services. It
receives A/V stream in NTSC (full resolution at 2MBps).
I was told to develop Windows Media Services plug-in, which will re-encode
the original stream to lower quality and pass it forward on the same
publishing point.
So, the clients connected to that one and only publishing point wouldn't
receive the original full NTSC at 2Mbps stream coming in, but the re-encoded
one.
Is that possible at all? If it is, could you please point me to some docs
other than WMS SDK.
Other ideas are also welcome.
