I would like to change the rate at which frames are displayed during playback
without modifying the file itself. For example, I'd like to be able to play a
video file and only see one frame a second.
Is this possible?
Also, on the subject of avi and asf playback, i have avi files i need to
playback but it is not possible to set the rate to a negative value for avi
files. I tried setting the currentPosition value to mimic a rewind facility
but it takes too long to seek to the new currentPostion and repaint the
image. Do you know of any other way to 'rewind' an avi file?

The WMF runtime only supports ASF files (and MP3 files as
input). Whether it can be used to change the frame rate,
depends on what you mean by "changing the frame rate":
1. changing it permanently or only during playback?
2. changing it without changing the clip length (by
interpolating frames)?
3. resampling the audio to keep it in sync?
4. changing among FILM/NTSC/PAL?
