Pre-authorizing content at point of sale

I'm building a network of kiosks for distributing content. Because of the
environment that I'm operating in, there will likely not be an internet
connection when the user transfers the file to their laptop to watch it. I'm
trying to compare Windows DRM vs DivX in our environment. The advantage of
DivX is that you pre-register your device with the service, so that content
can be transferred to you -- pre-authorized for your specific device.
Does anyone know if Windows DRM lets me do the same thing? We have a website
that we will use to let users register with our service, and ideally at the
point of registration they would upload the unique ID of their laptop / WMP
player. Then when they purchase content from us, that content would be
authorized to use only on that registered device (without having to go back
to a server at the time of playback). I've been through all of the business
scenarios and documentation on this site, and it's clear that Windows DRM
will support this scenario. Anyone have any suggestions?
