At the simplest level, you could just provide the users with the WME
profile file - that contains the capture settings and can contain your
server broadcast address.
The WME file extension will be associated with the encoder - so having
the user double click the WME file with the encoder installed on the
users PC will get it to start up (you can also use this as the target
location of a scheduled task)
