I'm having the same problem using WMP 11 on XP SP2. I have an MPEG-2 file
which I need to use WM SDK to vary speed to keep playback in sync with
another playback system. I've tried converting the MPEG-2 to various other
formats (AVI, MPEG-1) but none of them allow variable speed in Media Player.
How do I create a video format with an index so speed is adjustable? I have
found some AVI files that will play at variable speed but don't know how to
create one from the file I have.

In particular, it would be useful to load the WMV you're having
problems with, and check if it shows as "indexed" or not.
Try to cross check a few other WMV files and see if they have a common
attribute in WMSnoop which means they don't show isAvailable("seek")
I'm not currently aware of a common issue which would affect playback
rate of MP3 files. Can I ask you to check in the standalone player if
you can set the playback speed in the player Enhancements panel ?

yes. I use the the same test.
I tested the same MP3 on the WMP10/XPsp2 machine(s) and the Win2000sp4
machine. and the audio rate works fine on WMP10/XPSP2, but can't work on
WIN2000.

Are you using the same test in each case ? What I mean is that rate
settings are deliver dependent. It's usually OK to use rate on audio
files on the local machine but not streamed.
If you're testing the "file" locally on the streaming server, but then
"streaming" it to the other clients then no it won't work for audio.
Video is a little different - depending on how the video is encoded,
and if it's delivered using advanced trickmode, you may be able to set
the rate to certain multiples.
If I were you I'd setup a test matrix, with each file + delivery type,
and map them against the machines so you can see where it fails.
I'm prepared to guess the WMS test was done on a local file (i.e. on
the server), that you only tested the MP3 on the WMP10/XPSP2
machine(s) and that the video wasn't indexed (and so can't be fast
forwarded) but you didn't test the video streamed on the Win2000
machine.
Your test matrix should also include a set of playback rates, mostly
integer and half-integer values (1, 1.5, 2, 3, -0.5, -1 etc) so that's
a big test matrix. When you've got that it should be pretty apparent
what the common factors are.
