Managing one video source with 2 audio sources....

We have some issues that are keeping us from improving our video quality.
The main issue is having audio streams for a given region of the country.
Basically if Joe was playing Sue in ice hockey, Joe and Sue would have their
own announcers. We offer this. This forces us (at least right now) to have
2 encode sessions from one server... we want to figure out how to have just
one.
The problem comes in where we've got to manage each audio stream separately,
but the video source is the same. What we were thinking of doing (if this is
possible), is mixing out the audio at the source device for left and right.
Left would be the home announcer and right woudl be the away announcer. We
would feed this with one video stream which is the same for both anyway.
We would need a component that takes the stream, samples the audio, and
builds off two separate video streams, adding in the left audio to one in
stereo, adding the right audio to the other in stereo(not true stereo, just
send the same stuff to both speakers).
What we are thinking is this will keep us from having 2 video encodes on
each server which would free up bandwidth to improve the video quality,
keeping our separate audio streams which is important to our customers.
How might this be accomplished? Is there a sample that does something
similar to this?
Just to clarify we basically have a setup now of 2 encoder sessions per
event. The only reason for this is for the home and away announcers so video
has nothing to do with it. We wanted to have one video encode session with a
left and right audio that has left being one announcer and right being the
other. We then want to make a component that runs on another box, take this
stream apart and build out 2 separate streams, one for home and one for array
using one video stream and left and right audio as compeltely separate
sources.
