As I understand it, when you tell WMDM to copy a DRM-protected file to the
device (IWMDMStorageControl::Insert, IWMDMStorageControl2::Insert2, or
IWMDMStorageControl3::Insert3) WMDM will create a new portable device
license and send it to the device for you.
