2003 is server-oriented and you usually develop software at
a workstation and the workstation version of 2003 is XP-PRO
and it's predecessor is 2000-PRO, while 2000-SRV was the
predecessor of 2003.
Thus said, the WMFSDK9 works perfectly on 2003 (I should
know since I use a 2003 machine as dev platform, despite the
previous paragraph) and this system is just not offially
supported as dev platform.
