As Panzy said, those are just simple WMV video files. You can download
those for playback without being subject to their web server causing
problems or lost connections.

For each link you're interested in, right-click it, choose Save As...
and save the file somewhere convenient. Now head to media player,
press CTRL + O keys to open a file browser, and find the file(s) you
saved.

Or you can save the video files to My Documents\My Videos and WMP will
pick those up automagically and add them to the media library

What's the effect of playing back the files saved to your PC ?

I've been playing streams from the Bothell City Council for months, then

I only clicked the link because for some totally unfathomable reason
whilst not paying attention I misread "Bothell" for "Brothel", which I'm
sure happens all the time?
Fisrt point, they are not "streams" as such.
The links are to .wmv files that load and open in your default media
player, being WMP in your case.
You fail to detail exactly what happens.
Do you get something along the lines of DNS server error, url not found
or similar? If so then just wait a minute or two whilst it cache's.
Does WMP open but produce an error message? If so, detail the error!
Do you get some type of warning or blocked pop-up? That will be
your security settings fretting about a remote .wmv file being opened
on your computer.
You need to supply details of exactly what happens.

I clicked to view the very latest file, it was 51 minutes of overweight
old men talking monotonously, I wouldn't describe it as "entertaining".
or even interesting!
