If you create a new User Account on that PC and login to it, does WMP
work in the new account ? That could finger some sort of user account
permissions problem.
Also - this PC is definitely your own and not under the control of a
corporate IT department ?
They can lock down streaming settings permissions through a process
called "group policy" which would have the same apparent effect of
locking you out from changing those.

repair that, then re-try playing the streams - the first thing to try
would be the suggestion :

That would be 11.0 or whatever version you're on now.

Well the three check boxes are all checked. The "Streaming Proxy Settings"
box is completely empty. The "allow multicast streams" box is checked

Hmm. Go to any of the small dropdown menus below the WM tabs (for
example below Now Playing). Click More Options, then Network.
You should be able to see 3 checkboxes for RTSP/UDP, RTSP/TCP and
HTTP, and they should all be checked. Also in the Streaming Proxy
Settings, HTTP and RTSP may be set to Browser or None.
My preference is for None (unless you're inside a corporate IT network
- are you ? - it's safe to set to None) - in that case, click e.g.
HTTP then the Configure button and set to None to see if that helps.
If any of those settings are greyed out, post again as there's a WMP
file which sometimes becomes damaged and can be deleted and recreated.
