Solved it myself, and it was indeed a self-inflicted problem, but nothing to
do with any services in Vista. I thought I would post the solution in case
any one else needs it in the future.
Run MSCONFIG
Click the BOOT tab
Click ADVANCED OPTIONS
Uncheck DEBUG under DETECT HAL
Dismiss ADVANCED OPTIONS dialogue by clicking OK
Check MAKE ALL BOOT SETTINGS PERMANENT in MSCONFIG dialogue
Click APPLY
Click YES to warning dialogue
Dismiss MSCONFIG dialogue by clicking OK
Restart (essential for new boot settings to take effect).
