I don't know enough about this specific issue to know why you can burn Audio
CDs onto CD-RWs but not Audio CDs to CD-Rs. The fact that CD-RWs work but
CD-Rs don't is beyond my small sphere of knowledge in this arena, sorry. On
the plus side, it looks like you have a path forward here....
Can other burning apps burn CD-Rs correctly on your system?

WMP goes through all the motions you'd expect (sees the disk, anylize,
write, finalize, etc). The disk is ejected by WMP.
I reinsert the disk, the computer treats it like a blank disk, but now
wants
to format it. The disk is ruined; that is I cannot use it in a machine I
know is good.
One other note, I have discovered I can burn an audio cd onto a CD-RW. It
plays fine in the suspect compuer as well as others. This led me to
believe
I had a bad stack of CD-R's, however, I was able to burn an audio cd on
one
of the suspect cd's on the good machine with no issues.
I have deleted the UpperFilters and LowerFilters in the registry, as
suggested in KB929461; no better.
The media is Memorex CD-R, less than 1 year old, stored well (KB929460).
