I'm not sure I follow your description : Which function do you mean -
which exact button, or text, are you clicking on ?
It's possible the CD drive takes a while to "spin up", which may be
several seconds and in some circumstances that might look like things
have frozen (on a modern PC it shouldn't, though). Many CD drives can
be set to keep spinning the disk once inserted, which ought to prevent
that from happening.
What happens when you press CTRL+ALT+Del : What did you press next ?
