Sure - well it's very browser dependent
If you go to Internet Explorer, open the Internet Options and go to
Security settings for Internet Zone and click Custom Level :
Scroll right near the bottom of that list, and you'll see 'Scripting
of java applets' - if you want Java to run, that should likely be set
as 'Enable'.
Then, on the Advanced tab of Internet Options menu, about half-way
down should be an icon for Java (sun) which looks like a small red and
blue coffee cup. Typically that would be ticked and read something
like 'Use JRE 1.6 for <applet>' or similar.
Jmeeting (a chat site) is one of the main sites I know that uses Java,
so you should be able to test if the Java support is working by making
a quick account at http://www.jmeeting.com/ then checking the left
hand side of the page when it's signed in.

Java applets are small programs which can run in the web browser. Very
few sites really use those these days, and it's rarely an essential
feature.
You can install the Java runtime from Sun to have Java applets running
inside your browser http://www.java.com/en/download/manual.jsp if you
feel you're missing something. In general it's safe to install and use
