Thanks for the thought but I checked and it's been at 1.0000 as it should
be. Very perplexing because video that played back fine a year ago now does
not. The only difference really is a higher level of WMP and the platform
change from XP to Vista.

Right, that would likely be pixel aspect ratio. DVDs and other video
formats for use on TV displays may have non-square pixels - you might
see this listed on DVD cases for example as Anamorphic 16:10
If the 4:3 is changed to some other value by mucking about with the
pixel shape, that could reproduce it going to 4:4 instead of 4:3
In WMP, if you go to the small dropdown menu below Now Playing, choose
More Options -> Devices and click Display then Properties. Make sure
the slider there is set to exactly 1.000 horizontal pixels per
vertival pixel. Re-try the video and see if that has a useful effect.
