You could try to delete it in safe mode, or look for a registry corruption
tool if that's out of your league, or ask your local computer chap to do
this for you, since in theory it should be a pretty quick tweak / fix with
the right tools.
Most typically the permissions on these keys simply get locked down
incorrectly by some rogue application. I would love to know who is doing
this. =\

I have checked and EVERYONE + SYSTEM have FULL CONTROL on this reg
Key.
Should I try to delete it in safe mode ? or should I retry any other
procedure (in safe mode?) ?
