WMP may not be detecting your connection speed properly.
Try telling media player you have a bad connection.
Under the Now Playing tab, click the small dropdown menu and choose
More Options -> Performance. Select "Choose connection speed" and set
it to Dual ISDN (128kbps).
If the remote stream is set up correctly, they'll have encoded the
video at several bitrates. Hopefully one will be a lower speed like
100kbps which you should be able to get at 128kbps broadband.
That ought to get you end to end playback where multiple bitrate
streams are provided, but at the expense of worse video quality.
