I opened one of the files using the tool you suggested. I found that there
was an ID3v1.1 tag and an ID3v2.3 tag. Using the tool, I deleted both tags.
I still get the same result when I hover on the file. I opened the file up
in WMP10 and there is no data found when I use the Advanced Tag Editor. I
added some data. WMP now sees the data, but your tool does not. My regular
tag editor, MediaTagger, now shows the file as having no tag info period. I
looked at some of my other files and the tag info is still present.

The v1.1 tag had all of the correct pieces as listed at www.id3.com, but the
track and genre were in reverse order.

The v2.3 tag had a bunch of headers, most notably four PRIV headers which I
presumed were for WMP.

Any other suggestions as this problem first occurred within the last couple
of weeks.

That may give you some clues as to what is wrong.

Then consider ID3 Tag Backup from

Try going to the menu and selecting Tools->FolderOptions. In the Folder
Options, go to the Customize tab. In the Customize tab, make sure your media
folders are set to display media information. See if that helps.
