At loooooong last, I figured it out. I downloaded and ran:
http://www.deskshare.com/download/mpeg2decoder.exe
It fixed the broken registry settings, and now I can see 15 MPG/DVD video
filters and 8 audio filters under MP .. help .. about .. technical support
information. Even better, WMP (and more importantly Media Center to the big
screen TV) can now play MPG and AVI files!
Now why can't Microsoft be smart enough to be able to fix itself when the
codecs get corrupted in the registry? It seems way too many people have too
many problems with WMP / registry settings breaking and not being able to
play media files on their PC without resorting to a third party solution.
I hope this helps someone else. Good luck.

I'm not sure what happened, but after playing around with some video
programs like DVRMS-Toolbox and others, and I can no longer use WMP to play
any MPG files, nor any AVI files. It seems like the MPEG codecs have
disappeared from the registry. Under WMP .. help .. about .. technical
support .. MPEG / DVD Filters - it says none are found! How do I get them
back? GSpot 2.70A also shows missing MPEG codecs. (VLan Video Player can
play these file types OK).
I've tried regsvr32 msmpeg2vdec.dll to manually add/"register" the MPEG
codecs, but no luck. I've tried to download various "Codec packs" (I know,
bad idea), and no luck. There doesn't seem to be any way to uninstall and
reinstall WMP11 in VistaHP. I would hate to have to reinstall a fresh
windows just to fix this incredibly vexing problem.
