It is utterly irresponsible to propose solutions before you understand the
problem.
First, you fill the tub with water... =)
What version of the player? What version of Windows? What DVD decoder?
How is the monitor connected to the PC?
It's not just a Microsoft product, though: the MS code exists and works in a
tangled web.
DVD playback isn't free. That's not Microsoft's call, sorry.
If you could answer the above four questions, we might be able to move
forward. Without that, most people would be guessing blindly. =\
