No, the skipping problem is separate but affects a lot of people with
Dell PCs, some Gateway and some Sony machines. It's a problem with the
audio drivers supplied with Sigmatel audio cards.

Specifically you want to update your audio driver software to the most
recent version available (from the manufacturers website). Then step 2
is to disable audio enhancement as detailed in the article.
The skipping is usually about 20 seconds or so from the end of the
track, it should stop once you disable enhancements.

Go to the Now Playing menu, choose the small dropdown menu below the
tab, choose Enhancements, "Crossfading and volume levelling" and turn
on crossfading. WMP won't crossfade CD tracks, but can do once you've
ripped them to local digital media files.
