Okay then it's definitely a duration type issue.
There's a possible solution, I cannot guaranty that it will work for you but
it's your best bet right now. First you need to download the Windows Media
Encoder. You can find it here:

Once you've downloaded and installed it, launch the encoder. In the first
dialog select Custom session.
In the Sources page, click the "File" radio button and point the encoder to
the source file. Then click the Output page, check the Archive to file box
and give the file a second name or use the same name in a new location. This
is critical the critical part: Make sure that the "Index file" box is
checked.
On the remaining tabs, select whatever settings you want and then click the
Start Encode button.
This should rewrite your file with an index that will allow seeking, FF and
REW capabilities.
There used to be a tool that was available that would do this a bit more
easily but it was very out of date so Microsoft removed it from the available
downloads.
Using the encoder is the correct way to do it as it allows you greater
control over what you get.
I would also look into the settings on the encoder that created the file in
the first place. It appears that it's not being encoded correctly to WMV
initially.

reason. Is this content you created or downloaded? Does this happen with
all WMVs or only some of them?
Windows typcially has some sample WMVs that install with the operating
system, have you tried playing those files? Any success with FF or Rew on
them?
