Most commercial DVDs are encrypted and can not be copied or ripped to
either a computer or stand alone DVD player. Moreover, most also have
Macrovision protection so that you can not copy them from an analog
stream either. There are programs, mostly pay ones, that decrypt some
protected DVDs so they can be ripped. Such programs are illegal to
sell or distribute in many countries, but not all. When you are
dealing with sources of such programs, you have to be very careful.
Instead of a receiving a program you may get ripped off., have your
identity stolen, etc. So don't download the first program you find on
a search engine.

A very few commercial DVDs are not encrypted. They mostly are very old
films, including some silents, and some special interest ones.

Assuming you have a DVD ripped to the HD, for your iPod you will have
to convert the DVD video to a format the iPod can use. There are many
programs that will convert between the many formats of video files.
