Yes, the file probably isn't "indexed", which allows it to be fast
forwarded etc though it usually works OK when playing back from the
local file system.
You could use windows media file editor for this, it won't re-encode
the file. It's a program included in the windows media encoder 9
series which is free, on this page

Also, is there a way to convert a wmv file to dvd compliant files without
degrading the quality much? What's the best converter for this?
You probably want a program like Nero Recode for that, which costs a
few $ : http://www.nero.com/nero7/enu/Nero_Recode_2.html
