http://microsoft.com/windows/windowsmedia/player/faq/sharing.mspx
under the "Why can't I play files that are shared by one computer but
located on different computer?" question, in the "To enable remote content
sharing" steps, should be exactly what you want.
It makes more sense for me to point you there since that provides you with
the critical context of the issue. =)

there's a setting you need to set
if you want to share
files on external shares,
can you please let me know which setting this is?

This isn't a bug - there's a setting you need to set if you want to share
files on external shares, since that involves potential access
nightmares.
Check the help file for reference. =)

I just got a new external hard drive and had these same problems. I
properly
added the folders on my new external hard drive in WMP11 by right
clicking
the Library tab and then Add to Library. WMP11 saw the new files and
played
them just fine. My XBOX 360, which was allowed via Media Sharing, only
saw
the music on my actual computer, not on my external. This problem
persisted
after restarting both my computer and XBOX360, after "disconnecting" my
computer from the XBOX360 and re"connecting" it, and after go in and
out
of
the music player menu multiple times on the XBOX 360. I figured the
problem
out, somehow, after reading the previous posts. This is what I did:
I turned on file and print sharing on my computer via the Network Setup
Wizard in my Control panel. I restarted my computer. After it
rebooted,
I
right clicked on the folders of interest on my external, clicked
Properties,
clicked the Sharing tab, and clicked the "Share this folder on the
network"
box. Boom, the folders now appear on the XBOX360! They appeared in
WMP
11
before, as I had them shared properly, but now they appear in the
XBOX360.
Now, I am off to listen to Cloud Cult and play MLB2K7. Hope this helps
others!

WMP11 searches, finds them (I've added the drive manually) but won't
actually add them to the library.
I did the Command window thing with cacls and got:

The syntax of the command is incorrect.
