There's not really a good way to do that no - the key to good audio
playback is to start with well sourced files which use the full
dynamic range available.

Usually you'll get that from a properly authored CD, but random files
from all over the shop could have any levels on them from really quiet
to really loud.

The most appropriate way is to use an audio editing program like
Audacity to set levels up on a per-track basis, which of course is a
manual and time consuming process.

The shouldn't, no - the volume levelling is just an average value set
in the file for playback, to tell the player how loud to play the
content in context with other files. When it's transcoded (converted
for playback on the Toshiba) AFAIK that value is discarded.
