I too have scratched my head wondering how long I have to wait till
the 'monitered' folders get monitored.

Keyboard shortcut F3 will bring up the Add to Library dialog. If you
have everything set up, just hitting OK will scan through your
folders. Takes a while if you have a lot of files. BTW - this also
gives you a nice count of how many files you have and how many are
found. Safe to close the dialog, but I have no idea how much time that
adds to the new media scan process
