I know this is a long shot, but my son had a similar problem.
Playing a DVD on his C: drive resulted in choppy video/audio.
What I did notice was, his Hard Drive light was staying on continuously.
When I checked the Event Viewer, System log, it showed numerous errors on
his Hard Drive, resulting in the Drive reseeking and reseeking, trying to
play the DVD.
In the end, the Hard Drive blew.
After replacing the Drive (and the data), the DVD played fine.
I hope this is not the problem!

On a very short DVD video, such as a 1 1/2 minute demo of about 160 MB
that I made with usual menus etc., if you go to Video_TS.INFO using
the WMP 11, the menu will finally open. However it will not play
right, playing in jerks with long stops between short playing
portions. If you go to a .vob file, the same thing will happen, so the
video is useless played on the WMP 11. At least the .vob files will
play correctly on many other players. I checked CPU usage, and that is
no problem - always well under 25%. If you use a normal long DVD
video, a VIDEO_TS.IFO or a .vob might finally open on WMP11 and play
incorrectly as I indicated above, but I am not about to wait several
minutes or hours to find out.
Of all the players I mentioned in my first post, the only one I could
live with for playing back DVDs on the HD often is the Cyberlink
PowerDVD Deluxe, latest version. You just enter the Video_TS into it
and that is all. If you try this on most other players, it brings up
all of the files within the DVD Video_TS and you have to select one of
them, sometimes some files work right on some players, and sometimes
not. Also different things may happen on different computers,
depending on what video programs you have. Video players and
processing programs are infamous for interactions with one another in
some cases.

I also have XP and WMP 11. For a proper complete Video_TS set of files
on the HD that is a clone of what is on a DVD, many players will not
play the local file set if you enter the Video_TS into the player. I
believe Cyberlink PowerDVD usually will. However many players will
play individual files if you enter them on the player. The .vob files
are the ones that contain the actual video. They can range up to about
1 GB each. Other file types contain navigation, menu, housekeeping and
other files needed to make a DVD play completely as expected. My WMP
11 will not play a .vob file, but gives no error message. If you
change the extension .vob to .mpg it will play. If you have ever used
a non-IE browser on your computer, you may have an old WMP such as
6.4.09.1130 as my computer has. There likely will be no icon shown for
this. This player does play a .vob file. To find the player, you have
to go to Windows files and find a player that has an icon that looks
different from the colored circle one for the more recent WMPs. It is
an .exe file and the icon for it is a click board with "1 2 3" on it
in colored letters. If you want to use this player, put a shortcut to
it on the desktop or other convenient location. Other players that
will play the .vob files on my computer include Real, Media Player
Classic, Nero Showtime, and AVS. The Winamp acts like the WMP 11, and
it will play a .vob only if you change the .vob extension to .mpg. The
most simple solution for you might be to download either the free Real
or AVS player.
