Hi Again, Mike.
I did the step-down in connection speed all the way down to the bottom - no
difference. Ran the speed test and clocked in at 936 Kbps. All this is
using XP. Tried my Vista partition and was able to connect and receive the
KLAS stream with no problem.
I tried rolling back to WMP from 11 to 9 - still lots of rebuffering with
occasional bursts of sound playing back too fast. So I will try reinstalling
WMP 11 but I guess the problem is something else?

No, at home I have a local LAN setup that uses DHCP to automatically
allocate IP addresses and it works just fine. And that goes through both a
DSL modem and a Linksys wireless/wired router with firewall.
Try this please: In WMP, open Tools -> Options, select the Performance tab.
In the Connection Speed section at the top, select the second radio button
and set the connection speed for one of the lower speeds. It's possible that
your home cable setup doesn't allow WMP to properly negotiate a bitrate to
that site.
Don't choose the lowest setting, just step through each of them until you
get a good stream. You can also try to do one of those internet speed tests
at your home to see what your actual up and down stream rates are.

Tried the direct URL and checked all the settings: still the same result.
My firewall is not excluding anything and I have enough bandwidth to receive
128kbs radio through iTunes. Could this be because I am using DHCP instead
of a fixed IP Address?

Just because your office and your home use the same cable company for an
ISP doesn't mean that your home and your office will get identical service.
If you have trouble streaming from anywhere else, then either where you are
has bad service, or you have a configuration issue.
Before we try anything else, the link inside the M3U is this:

Try using that. Running that from File -> Open URL gives me what sounds
like an airport control tower conversing with aircraft. Running the URL to
the M3U you provided failed with an error about not being able to connect to
the file with a networking error. Another M3U from that site (JFK) worked
just fine.
If you can connect straight through, go ahead and use the above link, if you
get the same buffering problem, it's possible that your firewall at home may
be interfering with the stream, I would look at that after first checking my
Media Player network settings.
In Tools -> Options, click the Network tab. Make sure the three boxes down
the left side are checked, but the one box labeled "Use ports..." is
unchecked.
Make sure the "Multicast Streams box is checked.
Make sure the HTTP proxy is set to Browser and that the RTSP proxy is set to
none.
Select each protocol and click the Configure button to fix them if they're
not correct.

I can listen to this at my office but at home (using the same cable ISP)
every time I try to connect, WMP just keeps Buffering over and over and I
never get the audio. It gets up to 90% buffered and then starts buffering
all over again. I have tried this at different times of day and always get
the same result, so I am thinking this is not just a bandwidth issue. Is
there some setting I have messed up or something else I can do?
